1 A HOUSE RESOLUTION urging the Legislative Council
2 to assign to the Interim Study Committee on Fiscal Policy the
3 task of studying ways to improve the complexity grant in the
4 school funding formula and ways to ensure that the school
5 funding formula enables Indiana's public schools to provide an
6 adequate education to all of Indiana's public school students.
7 Whereas, The Indiana General Assembly has long
8 recognized that some children face language barriers and
9 economic disadvantages when entering Indiana's public school
10 system and has responded by providing an enhancement to the
11 school funding formula known as the complexity grant;
12 Whereas, It is critical that the state of Indiana maximize the
13 effectiveness of the complexity grant in educating children
14 facing language barriers and economic disadvantages;

1 Whereas, It is not enough for the Indiana General Assembly
2 to comply with the mandate of Article 8, Section 1 of the
3 Constitution of the State of Indiana by providing a uniform
4 system of common schools that are tuition free and equally
5 open to all;
6 Whereas, It is critical that the Indiana General Assembly
7 enact a school funding formula that provides an adequate
8 education to all students attending Indiana's public schools;
9 and
10 Whereas, It is necessary for the Interim Study Committee on
11 Fiscal Policy to examine the school funding formula and study
12 ways to improve the complexity grant and ways to ensure that
13 the school funding formula enables Indiana's public schools to
14 provide an adequate education to all of Indiana's public school
15 students: Therefore,
16 Be it resolved by the House of Representatives of the
17 General Assembly of the State of Indiana:
18 SECTION 1. That the House of Representatives urges the
19 Legislative Council to assign to the Interim Study Committee
20 on Fiscal Policy the task of studying ways to improve the
21 complexity grant and ways to ensure that the school funding
22 formula enables Indiana's public schools to provide an adequate
23 education to all of Indiana's public school students.
24 SECTION 2. That copies of this resolution be transmitted by
25 the Principal Clerk of the House of Representatives to each
26 member of Personnel Subcommittee of the Legislative Council
27 and the Executive Director of the Legislative Services Agency.
