Summary of Legislation: This bill has the following provisions:
(1) Defines a cable-barrier system and a median. 
(2) Requires the Indiana Department of Transportation (INDOT) to place a cable-barrier system in a median
that is not more than 65 feet wide along a highway.
Effective Date:  July 1, 2022.
Explanation of State Expenditures: Summary - This bill will increase State Highway Fund expenditures
by at most $203.3 M beginning in FY 2023 to install cable-barrier systems on stretches of highway with
medians that are less than 65 feet in width. This estimate includes installing a cable barrier system on all
qualifying stretches of highways at the highest estimated cost per mile. 
Annual maintenance expenditures on these cable barrier systems is expected to increase State Highway Fund
expenditures by an additional $5.5 M per year thereafter beginning in FY 2024. 
Additional Information - Currently INDOT installs cable barrier systems when medians between state
highway lanes is less than 60 feet in width. This bill could increase that median width to 65 feet. 
INDOT reports there are 1,355 miles of state highway with median widths less than 65 feet that could require
a cable barrier system to be installed under the bill. The reported cost for a cable barrier system is estimated
to be between $125,000 and $150,000 per mile. Additionally, these systems incur an average annual
maintenance cost of approximately $4,000 per mile, depending on the location of the system.
