Summary of Legislation: (Amended) This bill changes the membership of the Law Enforcement Training
Board. It requires the creation of certain statewide policies and training programs. It also requires the creation
of minimum standards for certain best practices.
Effective Date: July 1, 2022.
Explanation of State Expenditures: (Revised) The bill provides that the superintendent of the Indiana State
Police shall represent the Indiana Law Enforcement Academy (ILEA). The bill also adds the chief
administrative officer of the ILEA to the Board. This may be a workload increase for both the superintendent
and chief administrative officer.
(Revised) In addition to the chief administrative officer of the Indiana Law Enforcement Academy, the bill
also adds other members which expands the Board membership from 17 to 23 members. Members of the
Board are entitled to per diem compensation and travel reimbursement in connection with each member’s
duties. Salary per diem for lay members on an executive committee is $100, and travel reimbursement is
$0.39 per mile. Costs will be dependent on the number of meetings and distance of travel per member.
(Revised) The ILEA is required to adopt uniform statewide policies on deadly force, defense tactics, and
vehicle pursuit standards. Additionally, the ILEA is required to document and publish on their website all
statewide policies and minimum standards. The bill’s requirements are within the ILEA's routine
administrative functions and should be able to be implemented with no additional appropriations, assuming
near customary agency staffing and resource levels.
SB 294 1 (Revised) All state law enforcement agencies are required to implement deadly force, defense tactic, and
vehicle pursuit standards, adopted by the ILEA. The bill’s requirements are within the routine administrative
functions of all state law enforcement agencies and should be able to be implemented with no additional
appropriations, assuming near customary agency staffing and resource levels.
