Synopsis:  Child care availability and affordability. Urges the
legislative council to assign to an appropriate interim study committee
the topic of availability and affordability of child care in Indiana.
Requires the interim study committee to which the topic is assigned to:
(1) consider means by which the availability and affordability of child
care services in Indiana can be increased; and (2) not later than
November 1, 2022, submit to the general assembly a strategic plan for
increasing the availability and affordability of child care services in
Indiana.
Effective:  July 1, 2022.

SENATE BILL No. 404
A BILL FOR AN ACT concerning human services.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. [EFFECTIVE JULY 1, 2022] (a) As used in this
2 section, "child care" has the meaning set forth in IC 12-7-2-28.2.
3 (b) The legislative council is urged to assign to an appropriate
4 interim study committee, for study during the 2022 legislative
5 interim, the topic of availability and affordability of child care
6 services in Indiana.
7 (c) The interim study committee to which the topic described in
8 subsection (b) is assigned shall:
9 (1) consider means by which the availability and affordability
10 of child care services in Indiana can be increased, including
11 through use of funds received by the office of the secretary of
12 family and social services under the American Rescue Plan
13 Act of 2021 (P.L. 117-2, 135 Stat. 4); and
14 (2) not later than November 1, 2022, submit to the general
15 assembly, in an electronic format under IC 5-14-6, a strategic
16 plan for increasing the availability and affordability of child
17 care services in Indiana.

COMMITTEE REPORT
Madam President: The Senate Committee on Family and Children
Services, to which was referred Senate Bill No. 404, has had the same
under consideration and begs leave to report the same back to the
Senate with the recommendation that said bill be AMENDED as
follows:
Delete the title and insert the following:
A BILL FOR AN ACT concerning human services.
Page 1, line 1, delete "IC 2-5-36-9.3 IS ADDED TO THE INDIANA
CODE".
Page 1, line 2, delete "AS A NEW SECTION TO READ AS
FOLLOWS".
Page 1, line 3, delete ": Sec. 9.3.".
Page 1, delete lines 5 through 17, begin a new paragraph and insert:
"(b) The legislative council is urged to assign to an appropriate
interim study committee, for study during the 2022 legislative
interim, the topic of availability and affordability of child care
services in Indiana.
(c) The interim study committee to which the topic described in
subsection (b) is assigned shall:
(1) consider means by which the availability and affordability
of child care services in Indiana can be increased, including
through use of funds received by the office of the secretary of
family and social services under the American Rescue Plan
Act of 2021 (P.L. 117-2, 135 Stat. 4); and
(2) not later than November 1, 2022, submit to the general
