Self-service storage facilities. Specifies that the term "personal property" includes trailers. Changes the time at which a self-service storage facility owner (owner) may: (1) begin enforcement of the owner's lien on a renter's stored personal property; and (2) sell or otherwise dispose of the renter's stored personal property. Provides that as an alternative to conducting a sale of a renter's stored personal property after the renter's default, an owner may cause the renter's personal property to be towed or removed from the self-service storage facility if the renter's stored personal property is a trailer. (Current law provides this alternative if the renter's stored personal property is a motor vehicle or watercraft.) Specifies that an owner may deny the renter access to the self-service storage facility, including the rented space, when enforcing a lien. Allows a renter to designate an alternative contact in a rental agreement to receive required notices.

Licensure of home health aides. Provides for the licensure of home health aides by the Indiana department of health (state department). Establishes certain training and competency evaluation requirements for licensed home health aides. Provides that the state department shall include licensed home health aides in the registry of nurse aides. Makes a technical correction.

DCS workforce stabilization grants. Establishes the child services workforce stabilization fund (fund) for the provision of grants by the department of child services (department) to child services providers for the purpose of addressing costs associated with increased wages for direct care staff. Prescribes: (1) requirements for grant applications; and (2) reporting requirements for grant recipients. Prescribes requirements for reporting by the department to: (1) the commission on improving the status of children in Indiana; and (2) the general assembly; regarding the grant program. Provides that the fund sunsets on June 30, 2025.

Art and music therapy. Provides that art therapy services provided by a licensed art therapist to an individual who receives mental health services or to an individual who receives services from a community mental health center are reimbursable under Medicaid. Provides for the licensure of music therapists, art therapists, and art therapist associates. Adds music therapists and art therapists to the behavioral health and human services licensing board (board). Creates the music therapist and art therapist sections of the board. Requires music therapists to be licensed. Establishes requirements and procedures for an individual to be licensed as a music therapist, art therapist, and art therapist associate. Prohibits a person who is not licensed as a music therapist, art therapist, or an art therapist associate from using certain titles or certain words in a title. Makes technical and conforming changes.

Education matters. Requires the department of education (department) to report to the legislative council findings and recommendations for reducing the amount of redundant data that schools are required to submit to state agencies. Provides that a student presently enrolled in a public high school may retake a virtual course that was previously completed by the student at the same public high school under certain conditions. Provides that if a student elects to retake a virtual course, the retaken course must meet certain criteria. Provides that a student who has retaken a course before July 1, 2023, must receive full credit and a replacement grade for the course under certain conditions. Provides that the department shall require publication of a corrected graduation rate as prescribed by the department (instead of in the next school year's report). Provides that before July 1, 2024, the department may establish or license for use an online platform to provide certain required training programs. Moves up deadlines for recommending and approving streamlined academic standards in order to implement the new standards in the 2023-2024 school year. Provides that the department shall: (1) consider the skills, knowledge, and practices that are necessary to understand and utilize emerging technologies and that may be rendered obsolete by emerging technologies; (2) consider for removal any academic standards that may be obsolete as a result of emerging technologies; and (3) provide support to school corporations regarding the implementation of revised academic standards that have an emerging technologies component. Provides that individuals appointed to an academic standards committee must be racially and geographically diverse. Requires employers to report the employment of students enrolled in work based learning courses to the department of workforce development. Requires a secondary or postsecondary educational institution to ensure that a student's completion of a work based learning course is indicated on the student's transcript. Establishes a science of reading grant. Repeals: (1) the school corporation annual performance report law; (2) the charter school obligation to publish an annual performance report; (3) the performance based awards law; and (4) annual financial reports by school corporations.

Communications infrastructure in utility easement. Provides that if an electricity supplier provides a property owner with notice of the electricity supplier's intent to: (1) install new communications infrastructure; or (2) allow: (A) an affiliated entity of the electricity supplier; or (B) a communications service provider; to install new communications infrastructure; within an electric easement on the property, the property owner shall allow the electricity supplier, affiliated entity, or communications service provider to access the electric easement for purposes of the attachment or installation of communications infrastructure within the electric easement. Provides that a property owner is not entitled to damages for a decrease in the value of the property caused by an electricity supplier's use of an electric easement on the property for communications infrastructure if an appraisal of the property cannot determine a value for the property due to a lack of comparable properties.

Finance charges for supervised loans. Provides that for a supervised loan that is made under the Uniform Consumer Credit Code (UCCC) and that: (1) is entered into after June 30, 2023; and (2) is not secured by: (A) an interest in land; or (B) personal property used or expected to be used as the principal dwelling of the debtor; a supervised lender may contract for and receive a loan finance charge not exceeding 36% per year on the unpaid balances of the principal. Retains the current blended loan finance charge (in which different rates apply to different ranges of the unpaid balances of the principal) for the following: (1) A supervised loan entered into before July 1, 2023. (2) A supervised loan that is secured by: (A) an interest in land; or (B) personal property used or expected to be used as the principal dwelling of the debtor; regardless of when the supervised loan is entered into. Provides that, based on information contained in annual composite reports filed with the department of financial institutions (department) by creditors required to be licensed under the UCCC, the department shall publish on the department's website, on an annual basis, a report that contains specified information concerning supervised loans made after June 30, 2023, by nondepository licensees during the reporting period covered by the composite reports. Makes conforming amendments to: (1) the UCCC; and (2) the statutes governing: (A) pawnbrokers; and (B) loansharking.

Educational costs exemption. Provides that an eligible applicant is entitled to enter, remain, and receive instruction in an approved postsecondary educational institution (institution) upon the same conditions, qualifications, and regulations prescribed for other applicants for admission to or scholars in the institution without the payment of any educational costs for a certain number of credit hours at the institution. Provides that the maximum amount that an eligible applicant is exempt from paying for a semester hour is an amount equal to, if the applicant enrolls in an institution, the cost of an average of an undergraduate semester credit hour at all state educational institutions not including Ivy Tech Community College, as determined by the commission for higher education.

Candidate, office holder, and voter residence. Provides that an individual who registers to vote in a state other than Indiana loses residence in Indiana for purposes of election law. Provides that in a proceeding under Indiana election law, if the residency of an individual is in question, an assertion that an individual intends to reside at a particular location is not sufficient, by itself, to establish the individual's residence. Provides that both of the following apply to the question of determining an individual's residence under Indiana election law: (1) An assertion that an individual intended to reside at a new location must be supported by evidence of the conduct taken to implement the asserted intent to reside at the new location. (2) An assertion that an individual intended to abandon a previous residence must be supported by evidence of the conduct taken to implement the asserted intent to abandon the previous residence. Provides that in a proceeding under Indiana election law in which an individual's residence is in question, an assertion that an individual intended to reside at a particular location must be shown by a preponderance of the evidence. Provides that the following may be used as evidence of the current residence of an individual: (1) A current and valid photo identification. (2) A current utility bill. (3) A current bank statement. (4) A current government check. (5) A current paycheck. (6) A current government document. Provides that the document offered as evidence of the residence of an individual must show the individual's name and the address of the individual's asserted current residence. Revises statutes relating to residency for purposes of election law. Repeals superseded statutes.
