Summary of Legislation:  This bill defines "veteran at risk". It creates the Green Alert Program to provide
for public notification regarding missing veterans at risk. It changes the name of the Indiana Clearinghouse
for Information on Missing Children and Missing Endangered Adults to the Indiana Clearinghouse for
Information on Missing Children, Missing Veterans at Risk, and Missing Endangered Adults
(Clearinghouse). It makes conforming changes to the duties of the clearinghouse. It creates certain duties and
reporting requirements for law enforcement agencies concerning missing veterans at risk. It provides
immunity for a broadcaster who broadcasts, or an electronic billboard operator who displays, a Green Alert
notification and a person who establishes or maintains a Green Alert website under an agreement with the
State Police Department. It also makes technical corrections.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: Summary: This bill creates new administrative requirements for the
Clearinghouse and for the Indiana State Police. The procedures for administering the Green Alert Program
closely follow the procedures for other high risk missing persons programs such as Silver Alert and Amber
Alert systems. The costs for developing such procedures could range from minimal if those reported to be
Veterans at Risk are presumed to be veterans or could require significant initial coordination with agencies
that can verify an individual’s veteran status. Verification requirements could also result in a delayed
response. Since most of the individuals who meet the criteria for the Green Alert will also meet the high risk
missing persons criteria under current law, the provisions of this bill likely will create little to no long-term
workload increase.
Additional Information: The Indiana Clearinghouse for Information on Missing Children and Missing
HB 1021	1 Endangered Adults is administered by the Indiana State Police (ISP). The Clearinghouse has two full time
employees and is overseen by a sworn ISP officer. It does not have its own budget and costs associated with
the Clearinghouse are paid out of ISP operating funds. ISP receives General Fund appropriation as well as
dedicated revenue streams.
