It requires the Indiana Housing and Community Development Authority (IHCDA) to administer the grant program. It also authorizes public agencies to apply for grants. It appropriates $5 M to the IHCDA for deposit in the grant fund. Effective Date: July 1, 2024. Explanation of State Expenditures: The bill establishes a grant program and the nonreverting Lactation Room Grant Fund to promote the installation of lactation rooms in public buildings. The bill makes a $5 M appropriation to the fund from the state General Fund for FY 2025. The bill requires the Indiana Housing and Community Development Authority (IHCDA) to administer the program. The IHCDA will be responsible for determining the standards for awarding grants, will provide public information regarding the program, and will create and regulate the applications for the grant program. As of December 2023, the Community Development Division of IHCDA had 22 filled positions and 1 vacancy. The IHCDA will need to hire an additional staff member to administer the program. The total cost for salary and benefits is estimated at $92,000. The bill applies to all state agencies, state educational institutions, and bodies corporate and politic created by statute. The bill does not apply to the Indiana Department of Transportation. These entities would be able to apply for grant funding as provided under the bill.
