Provides that the department of homeland security (department) is responsible for the design, adoption, and procurement of the medal. Provides that a public safety agency may submit to the department a nomination of an Indiana first responder to be awarded a medal. Provides that, upon approval of a nomination, the department shall notify the governor of the nomination. Provides that the governor may award the medal to the Indiana first responder or the Indiana first responder's next of kin at a public ceremony. Effective: July 1, 2024. HOUSE BILL No. 1142 A BILL FOR AN ACT to amend the Indiana Code concerning public safety. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 10-19-13.5 IS ADDED TO THE INDIANA CODE 2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE 3 JULY 1, 2024]: 4 Chapter 13.5. Hoosier First Responder Medal of Self-Sacrifice 5 Sec. 1. As used in this chapter, "Indiana first responder" has the 6 meaning set forth in IC 10-10.5-1-2. 7 Sec. 2. As used in this chapter, "medal" refers to the Hoosier 8 first responder medal of self-sacrifice adopted by the department 9 under section 4 of this chapter. 10 Sec. 3. As used in this chapter, "public safety agency" has the 11 meaning set forth in IC 10-10.5-1-5. 12 Sec. 4. (a) The department shall design and adopt a Hoosier first 13 responder medal of self-sacrifice to be awarded to Indiana first 14 responders who have been killed or seriously injured in the line of 15 duty. 16 (b) The department shall procure the medals to be awarded by 17 the governor under section 6 of this chapter. 2024 IN 1142—LS 6502/DI 116 2 1 Sec. 5. (a) A public safety agency may nominate an Indiana first 2 responder who has been killed or seriously injured in the line of 3 duty by submitting an application to the department, in a manner 4 prescribed by the department. 5 (b) Upon receipt of the nomination, the department may 6 approve the nomination in a manner prescribed by the 7 department. 8 (c) Upon approval of a nomination by the department, the 9 department shall notify the governor of the nomination and 10 provide a medal to be awarded under section 6 of this chapter. 11 Sec. 6.
