Summary of Legislation: (Amended) The bill requires the Secretary of Family and Social Services to
provide that the standards for services provided by recovery community organizations for behavioral health
recovery, when used as a recovery community organization, be certified through a certain entity and meet
other standards established by the Division of Mental Health and Addiction. The bill specifies information
that must be reported by a Community Mental Health Center as part of the Community Mental Health
Center's annual report.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: (Revised) The Division of Mental Health and Addiction’s (DMHA)
workload would increase in order to determine the new data required to be reported by a Community Mental
Health Center (CMHC) and for recovery community organization certification under the bill. This is within
the DMHA’s routine administrative functions and should be able to be implemented with no additional
appropriations, assuming near customary agency staffing and resource levels.
(Revised) Additional Information - The DMHA issued a request for funding (RFF) for capital funds for
recovery residences using the National Affiliation of Recovery Residence standards for certification. The
RFF responses were due in July 2023.

Explanation of Local Expenditures: CMHCs would have an increase in workload to provide the additional
information for their annual report.
HB 1205	1 Additional Information– According to the DMHA, there are currently 24 CMHCs serving Indiana. HEA
1001-2023 appropriated $50 M for community mental health and $7.2 M for CMHCs each year in FY 2024
and FY 2025.
