Summary of Legislation: The bill requires the Secretary of Family and Social Services to provide that the
standards for services provided by recovery community organizations for behavioral health recovery, when
used as a recovery community organization, be certified through a certain entity and meet other standards
established by the Division of Mental Health and Addiction (DMHA).
Effective Date:  July 1, 2024.
Explanation of State Expenditures: The bill’s requirements are within the DMHA’s routine administrative
functions and should be able to be implemented with no additional appropriations, assuming near customary
staffing and resource levels.
Additional Information - The DMHA issued a request for funding (RFF) for capital funds for recovery
residences using the National Affiliation of Recovery Residence (NARR) standards for certification. The
RFF responses were due in July 2023.
