Campbell BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State & Local DEDICATED FEDERAL Summary of Legislation: The bill prohibits the use of state funds for painful dog and cat research. It requires research facilities to offer for adoption dogs or cats no longer required for research purposes. It requires the state Board of Animal Health (BOAH) to: (1) establish a registry of research facilities that use live animals for research and testing; and (2) track the number of live animals used for research or testing at each research facility. Effective Date: July 1, 2024. Explanation of State Expenditures: BOAH Workload: The bill would minimally increase workload for the BOAH as it requires them to establish a registry of research facilities and to track the number of live animals used for research or testing. The BOAH would annually receive reports from research facilities, on forms approved by the BOAH, summarizing required information pertaining to the number of animals and the purposes and methods of testing. State University Research Facilities: There are currently 15 animal research facilities in Indiana, including 6 state universities. Expenditures for these state universities could be affected as the bill requires a research facility, rather than euthanizing a dog or cat, to offer the animal for adoption to an animal protection shelter or association for the prevention of cruelty to animals. Workload for these state universities could minimally increase to provide annual information reports to the BOAH. However, much of the information required by the bill is already required by the U.S. Animal Welfare Act to be submitted annually to the USDA’s Animal and Plant Health Inspection Service. State educational institutions receive state funding through General Fund appropriations. HB 1292 1 Explanation of State Revenues: Explanation of Local Expenditures: Expenditures for local units that operate animal care facilities could increase if they accept a cat or dog from an animal research facility to place for adoption. Explanation of Local Revenues: Revenue for local units that operate animal care facilities could increase if there is an increase in cat and dog adoptions and they receive additional adoption fees.
