Summary of Legislation: This bill defines "crisis day". The bill provides that the governing body of a
school corporation shall authorize the absence and excuse of each student for not more than three crisis days
per school year under certain conditions. It provides that a student excused from school attendance for a
crisis day may not be recorded as being absent and may not be penalized.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: Beginning in FY 2025, certain entities under this bill may notify a
school corporation of a student’s need to use a crisis day. Dependent on the extent this occurs, these agencies
may experience a minor workload increase that should be able to be implemented with no additional
appropriations.
Additional Information - The bill allows the following entities to notify school authorities regarding a
student’s need to use a crisis day:
1) Law enforcement or first responders using the Handle with Care notification system;
2) A juvenile court as a result of a child in need of services proceeding;
3) The Department of Child Services; and
4) A youth shelter.

Explanation of Local Expenditures: Certain entities under this bill may experience a minor workload
increase if they choose to notify a school of a student’s need to use a crisis day. [See Explanation of State

Department of Child Services.
