Effective Date: Upon passage. Explanation of State Expenditures: Explanation of State Revenues: Explanation of Local Expenditures: The bill prohibits a local unit from incorporating dedicated lanes into a public transportation project. The prohibition does not apply to projects in which construction is in progress or completed by March 31, 2024. A local unit will incur additional costs to redesign a public transportation project plan if it includes a dedicated lane. The bill specifies the prohibition includes the Indygo Blue Line. The Blue Line is a bus rapid transit route that will run between Cumberland and the Indianapolis International Airport along Washington Street and I-70. The design is expected to be complete in early 2024 with construction beginning in early 2025. The project is estimated to cost between $370 M and $390 M. Explanation of Local Revenues: If an approved application for a transportation project must be resubmitted to the U.S. Department of Transportation, there is the potential that the amount of funding already committed to a project will be revised.
