Byrne BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED: GENERAL IMPACT: Local DEDICATED FEDERAL Summary of Legislation: This bill provides that a county, city, or town (unit) is entitled to reimbursement of police officer employment and training costs: (1) incurred in the period of up to one year after the officer completed the law enforcement basic training course (basic training); and (2) from a unit that hires the police officer within a limited period after the officer's completion of basic training. The bill provides that any unit that subsequently hires the police officer within the limited period must reimburse the police officer's immediately preceding employer for at least a portion of the eligible costs. Effective Date: July 1, 2024. Explanation of State Expenditures: Explanation of State Revenues: Explanation of Local Expenditures: Summary: This bill will increase expenditures by units that hire police officers less than three years after the officers completed Basic Training while employed by another unit. These costs will depend on the length of time the officer in question served at the former employer. Total expenditures by local units under the provisions of this bill are likely to be minimal relative to each unit’s law enforcement personnel budget and units will be aware of the requirement to reimburse former employers at the time an officer is hired. Additional Information: Tier 1 Basic Courses are 16 weeks in length and cost $1,000 at the Indiana Law Enforcement Academy. Basic Course students are paid by their sponsoring agency for the duration of the course. Total costs to put an officer through a Tier 1 Basic Course are likely to range from $16,000 to SB 129 1 $25,000 depending on the pay of the officer, supplies or equipment furnished by the former employer, and other training or examination fees. The percentage of the eligible costs repaid by a subsequent employer to a former employer are equal to approximately 1/3 of the eligible costs for the officer in question for each year under three years not completed in service to the former employer upon completion of basic training. Explanation of Local Revenues: Reimbursements received by former employers under provisions of this bill will cover some of the costs associated with law enforcement personnel turnover.
