Buck BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: This bill eliminates the second regular session and the second regular technical session of the General Assembly. The bill provides that a regular session of the General Assembly shall adjourn sine die not later than May 15 of any odd-numbered year. The bill also makes technical and conforming changes. Effective Date: Upon passage. Explanation of State Expenditures: Summary - This bill is expected have the following impact on General Fund expenditures between FY 2024 and FY 2026; (1) potentially decrease expenditures by $34,300 in FY 2024, (2) increase expenditures by $330,400 in FY 2025, and (3) decrease expenditures by $1.49 M in FY 2026. Additional Information - This bill extends the date for adjournment sine die for the first regular session by 16 days, eliminates the second regular session, and eliminates the second regular technical session. As a result, this bill is expected to increase General Fund expenditures on (1) legislative per diem and (2) travel reimbursement by approximately $0.33 M in FY 2025. During FY 2026, the bill will decrease General Fund expenditures by approximately $1.49 M on per diem and travel reimbursement. Because the bill is effective upon passage, a potential second technical session of the General Assembly in CY 2024 could be impacted. Potential estimated savings on per diem and travel reimbursement during FY 2024 could be approximately $34,300. These estimates do not include the estimated impact on printing costs; however the bill is expected to SB 158 1 decrease net printing costs during FY 2025 and FY 2026.
