Summary of Legislation: The bill establishes an Agrivoltaics Task Force to review issues related to
agrivoltaics. It sets forth the membership, and requires the task force to issue a report to the General
Assembly and the Governor not later than November 1, 2024.
Effective Date:  July 1, 2024.
Explanation of State Expenditures:  The bill establishes the 19-member Agrivoltaics Task Force consisting
of 10 legislators, five lay members, and four state employees. Legislative Council resolutions in the past have
established budgets for interim study committees in the amount of $17,500 per interim for committees with
16 members or more. All members of the task force are entitled to mileage reimbursement of $0.655 per mile
(after Dec. 31, 2022). Legislators are also entitled to a per diem of $196 (as of Oct. 1, 2023). Lay members
are also entitled to a $75 per diem (HEA 1001-2023). Expenses of the task force are to be paid from
appropriations to the Legislative Council. 
Workload could increase minimally for members appointed to the task force from state agencies, which
includes the Department of Environmental Management, Department of Natural Resources, Department of
Agriculture, and Office of Energy Development. The Legislative Services Agency would provide staff
support for the task force.
[The task force is to meet in the 2024 interim and issue a report with determinations and recommendations
by November 1, 2024.  The task force is to study the effects of dual operation of solar photovoltaic facilities
and agriculture on single pieces of land, considering the impact on land use and categorizations, water
quality, soil health, and food production. The task force is also to review best practices for third party
SB 177	1 certification and for quantifying the greenhouse gas emissions sequestered with respect to agricultural land.]
