Summary of Legislation: This bill requires the Department of Education (DOE), in collaboration with the
Commission for Higher Education and subject to the approval of the State Board, to establish an excellence
in civic engagement designation. The bill requires DOE to develop recommendations for an excellence in
civics education designation for schools. It provides that the public hearing required before a school
employer and school employee may privately negotiate certain matters may take place at a regular or special
meeting of the school's governing body.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: Beginning in FY 2025, provisions in the bill require the DOE to
collaborate with the Commission for Higher Education to establish an excellence in civic engagement
designation. The designation can be awarded to certain high school students beginning with the 2029
graduation cohort, and DOE will also develop recommendations by December 1, 2024, to award the
designation to certain schools. The bill’s requirements are within the agencies’ routine administrative
functions and should be able to be implemented with no additional appropriations, assuming near customary
agency staffing and resource levels.
