Summary of Legislation: The bill exempts public schools and charter schools from: 
(1) certain paths to quality program requirements; and 
(2) certain prekindergarten program eligible provider requirements. 
It provides that a prekindergarten child care program located in a public school or a charter school is in
compliance with certain Child Care and Development Fund (CCDF) voucher program requirements if
approved by another state regulatory authority. 
The bill requires the Office of Family and Social Services (FSSA) to request an amendment to include public
schools and charter schools in the FSSA's CCDF voucher program.
Effective Date:  Upon passage; July 1, 2024.
Explanation of State Expenditures: The bill will increase workload for the Office of Family and Social
Services (FSSA). Applying for state plan amendments is within the routine duties of the FSSA and should
be able to be implemented with no additional appropriations, assuming near customary agency staffing and
resource levels. 
Explanation of State Revenues: 
Explanation of Local Expenditures: Although public and charter schools are exempt from state licensing
requirements, they are subject to inspection for a checklist of items based on requirements to receive CCDF
vouchers. The bill will have an indeterminate workload impact for each County Office of Family and
SB 213	1 Children by reducing the number of inspections for public and charter schools that are found to be in
compliance by another state regulatory authority.
