Vinzant BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: This bill provides that it is the policy of Indiana to encourage and promote communication between a child and the child's family when a child in need of services (CHINS) or delinquency proceeding results in separation of a child from the child's family, unless communication between the child and the child's family is contrary to the child's best interests. The bill also requires the Department of Correction (DOC) to adopt specified rules with respect to communication and visitation privileges for residents of juvenile detention facilities. Effective Date: July 1, 2024; January 1, 2025. Explanation of State Expenditures: The Department of Correction (DOC) currently has rules in place governing visitation and telephone communication of juvenile offenders. The bill could require the DOC to revise rules to satisfy the requirements specified in the bill. Increases in DOC workload are expected to be accomplished within existing resource and funding levels.
