Glick BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State & Local DEDICATED FEDERAL Summary of Legislation: This bill establishes a procedure to be used by a law enforcement agency in conducting a lineup. It also makes conforming amendments. Effective Date: July 1, 2024. Explanation of State Expenditures: If the law enforcement agency does not have enough personnel to conduct a lineup with an independent administrator, then the Law Enforcement Training Board would be required to approve an alternative procedure. The Law Enforcement Training Board should be able to do this with existing resources. Explanation of State Revenues: Explanation of Local Expenditures: This bill would require a neutral party who is not involved in the investigation of a criminal offense to conduct a lineup. [A lineup is a procedure in which a group of persons is displayed to an eyewitness to determine if the eyewitness is able to identify the perpetrator of a crime.] Counties with large law enforcement agencies should be able to do this with existing staff. Counties with a limited number of law enforcement officers could use administrative staff that are not officers to conduct a lineup with the approval of the Law Enforcement Training Board.
