Clere FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: This bill amends the membership of the Poet Laureate Selection Committee. The bill provides that the selection committee shall meet on a biennial basis or as needed. It also provides that a person selected as Poet Laureate may serve one additional consecutive term. The bill amends the Indiana Arts Commission's payments for the Poet Laureate. Effective Date: July 1, 2024. Explanation of State Expenditures: The bill could increase state expenditures, but any potential increase would be minor and would be dependent upon state actions. The following provisions could all potentially have minor impacts on state expenditures. 1. The bill removes the $2,500 cap on the honorarium that may be paid to the Poet Laureate. If the Indiana Arts Commission (commission) chooses to pay an honorarium above $2,500, state expenditures would increase. 2. It adds activities as mutually agreed upon by the Poet Laureate and the commission to the Poet Laureate’s list of duties. The commission may pay for Poet Laureate activities as appropriate. 3. It allows the commission to choose members for the Poet Laureate Selection Committee that are not associated with a postsecondary educational institution (state or private). Under current law, the commission may pay for travel expenses for committee members unless the member’s institution reimburses the member. If fewer members come from institutions, the commission could reimburse more travel expenses, if it chooses to do so. Additionally, the bill eliminates the requirement that the Department of Education assist the Poet Laureate in scheduling appearances in educational facilities and at other appropriate events. To the extent that occurs SB 286 1 under current law, the bill would result in a workload decrease for the department.
