SENATE RESOLUTION ____
MADAM PRESIDENT:
I offer the following resolution and move its adoption:
1 A SENATE RESOLUTION urging the Legislative Council
2 to assign to an appropriate study committee the topic of Senate
3 Bill 94, prohibition of race based hair discrimination.
4 Whereas, The Senate District 30 Youth Advisory Council
5 aims to engage high school students in the legislative process,
6 to amplify their voices in shaping legislation that impacts their
7 futures, and to learn more about state government;
8 Whereas, The students had the opportunity to meet with
9 Senator Qaddoura four times during the program to discuss
10 and learn about the General Assembly, and to help Senator
11 Qaddoura craft a piece of legislation that they deeply care
12 about;
13 Whereas, Council member Evelyn Kemp further dedicated
14 her time and effort to a cause that was important to many
15 young people, culminating in the proposal of Senate Bill 94;
16 Whereas, Senate Bill 94 aimed to introduce further
17 protections against racial discrimination and prohibits
18 discrimination by traits such as hair texture and protective
19 hairstyles; and

1 Whereas, We recognize the proposal and development of
2 Senate Bill 94 as a shining example of Indiana youth's
3 involvement in state government, political discourse, and the
4 betterment of our State: Therefore,
5 Be it resolved by the Senate of the
6 General Assembly of the State of Indiana:
7 SECTION 1. That the Indiana Senate recognizes the
8 exemplary efforts of Senate District 30 Youth Council Member
9 Evelyn Kemp.
10 SECTION 2. That the Indiana Senate urges the Legislative
11 council to assign to an appropriate study committee the topic of
12 Senate Bill 94, prohibition of race based hair discrimination.
13 SECTION 3. That the Secretary of the Senate is hereby
14 directed to transmit a copy of this resolution to Evelyn Kemp.
