Baldwin FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: (Amended) The bill establishes the Indiana-Illinois Boundary Adjustment Commission, including six members appointed by the Governor and five members appointed under Illinois law, to discuss and recommend whether it is advisable to adjust the boundaries between the two states. Effective Date: July 1, 2025. Explanation of State Expenditures: (Revised) Commission Members– The members of the Commission that are not state employees would be allowed to receive per diem, mileage, and travel reimbursement that a legislator or lay member of a Legislative interim study committee would receive for their service. Members that are state employees would only receive travel expense and expenses actually incurred in connection with the member’s service on the Commission. Member reimbursement would be paid from budgeted appropriations to the Governor. The first meeting would have to be scheduled by September 1, 2025. Governor and Commission Staff– The bill requires the Governor to designate a state agency to serve as staff for the Commission, potentially increasing workload for the designated agency. The Governor would be required to notify the Governor of Illinois when the Indiana members to the Commission have been appointed.
