Summary of Legislation: This bill provides that a state agency and the Indiana Economic Development
Corporation (IEDC) may not establish an office in a country that is a foreign adversary. It also updates cross-
references to the federal code regulation's citation concerning foreign adversaries and makes a technical
correction.
Effective Date:  Upon passage.
Explanation of State Expenditures: State agencies, including the IEDC, could incur expenses related to
closing any offices located in countries that are foreign adversaries. The bill’s requirements are within the
agencies’ routine administrative functions and should be able to be implemented with no additional
appropriations, assuming near customary agency staffing and resource levels.
