HOUSE BILL No. 1179 A BILL FOR AN ACT to amend the Indiana Code concerning motor vehicles. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 9-24-13-7 IS ADDED TO THE INDIANA CODE 2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 3 1, 2025]: Sec. 7. (a) As used in this section, "program" means the 4 blue envelope program established by subsection (b). 5 (b) The blue envelope program is established for the purpose of 6 enhancing effective communication between law enforcement and 7 drivers with autism spectrum disorder. 8 (c) The bureau shall administer the program. The bureau may 9 provide for, assist in, or authorize the printing and assembling of 10 a program package containing: 11 (1) a blue envelope; 12 (2) a window cling decal that denotes a driver's participation 13 in the program; 14 (3) informational materials regarding effective interaction 15 and communication techniques between law enforcement and 16 drivers with autism spectrum disorder; and 17 (4) a contact information card. 2025 IN 1179—LS 6805/DI 137 2 1 (d) Upon the request of an individual who: 2 (1) holds a driver's license or permit under this article and has 3 been diagnosed with autism spectrum disorder; or 4 (2) is the parent or guardian of a minor described in 5 subdivision (1); 6 the bureau shall provide the individual with a program package 7 described in subsection (c). The bureau shall provide information 8 on its website regarding how to obtain a program package. 9 (e) A driver may participate in the program by doing the 10 following: 11 (1) Affixing the window cling decal on the left lower corner of 12 the rear window of a motor vehicle. 13 (2) Filling in the contact information card with the contact 14 information for an individual who law enforcement can 15 contact if the driver becomes nonverbal. 16 (3) Placing the driver's registration, insurance information, 17 driver's license or permit, and contact information card in the 18 blue envelope. 19 (4) Storing the blue envelope in a readily retrievable place in 20 a motor vehicle, such as a glove compartment or visor. 2025 IN 1179—LS 6805/DI 137
