Summary of Legislation: This bill establishes the blue envelope program for the purpose of enhancing
effective communication between law enforcement and drivers with autism spectrum disorder.
Effective Date:  July 1, 2025.
Explanation of State Expenditures: Summary: This bill could increase annual BMV Commission Fund
expenditures by $1,100 and $2,200 to provide the materials needed for the Blue Envelope Program in FY
2026. Increases in expenditures could be greater to the event the BMV elects to purchase additional packets
for requests that are made after the initial year of implementation. 
The BMV would also experience workload increases to include information on the agency’s website
pertaining to the program. This is expected to be accomplished within existing resource and funding levels. 
Additional Information: The state of Massachusetts currently participates in the Blue Envelope Program and
issued approximately 12,000 packets when the program was enacted in early 2024. The cost per packet was
found to be between $0.10 and $0.20 per envelope, depending on how many packets are ordered at one time.
Based on the estimated number of individuals with autism in Massachusetts and Indiana, enacting the
program in Indiana could increase BMV Commission Fund expenditures between $1,100 and $2,200 in the
first year of administration for required packets. Initial expenditures could be greater to the extent the agency
elects to purchase additional materials for requests that are made after the first year of implementation.
Annual expenditures after the first year of administration are expected to be minimal. 
The bill is silent on the source of funds for the program. It is assumed program expenditures would come
from BMV Commission Funds.
