HOUSE BILL No. 1203 A BILL FOR AN ACT to amend the Indiana Code concerning higher education. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 21-13-1-5, AS AMENDED BY P.L.148-2016, 2 SECTION 1, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE 3 JULY 1, 2025]: Sec. 5. "Fund": 4 (1) for purposes of IC 21-13-2, refers to the William A. Crawford 5 minority teacher scholarship fund established by IC 21-13-2-1; 6 (2) for purposes of IC 21-13-4, refers to the National Guard 7 tuition supplement program fund established by IC 21-13-4-1; 8 (3) for purposes of IC 21-13-5, refers to the National Guard 9 scholarship extension fund established by IC 21-13-5-1; 10 (4) for purposes of IC 21-13-6, refers to the primary care 11 physician loan forgiveness fund established by IC 21-13-6-3; and 12 (5) for purposes of IC 21-13-6.5, refers to the medical residency 13 education fund established by IC 21-13-6.5-1; and 14 (6) for purposes of IC 21-13-12, refers to the reservist tuition 15 supplement program fund established by IC 21-13-12-1. 16 SECTION 2. IC 21-13-1-6.5 IS ADDED TO THE INDIANA CODE 17 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY HB 1203—LS 6763/DI 110 2 1 1, 2025]: Sec. 6.5. "Reservist", for purposes of IC 21-13-12, means 2 an individual who: 3 (1) serves in a reserve component of the armed forces of the 4 United States; and 5 (2) has not previously served on active duty in a component of 6 the armed forces of the United States. 7 SECTION 3. IC 21-13-12 IS ADDED TO THE INDIANA CODE 8 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE 9 JULY 1, 2025]: 10 Chapter 12. Reservist Tuition Supplement Program 11 Sec. 1. (a) The reservist tuition supplement program fund is 12 established to provide the financial resources necessary to award 13 the tuition scholarships authorized under the program. 14 (b) The commission shall administer the fund. 15 (c) The expenses of administering the fund shall be paid from 16 money in the fund. 17 (d) Money in the fund at the end of a state fiscal year does not 18 revert to the state general fund but remains available to be used for 19 providing money for reservist tuition supplement scholarships 20 under this chapter. 21 Sec. 2. Money in the reservist tuition supplement program fund 22 shall be used to provide annual scholarships to scholarship 23 applicants. Annual scholarships shall be awarded in the following 24 amounts: 25 (1) A scholarship applicant who attends a state educational 26 institution shall receive a scholarship under this chapter in an 27 amount that is equal to one (1) of the following: 28 (A) If the scholarship applicant does not receive other 29 financial assistance specifically designated for educational 30 costs, the amount equal to a full tuition scholarship to 31 attend the state educational institution to obtain an 32 associate or baccalaureate degree, as applicable. 33 (B) If the scholarship applicant receives other financial 34 assistance specifically designated for educational costs, the 35 amount: 36 (i) equal to the balance required to attend the state 37 educational institution; and 38 (ii) not to exceed the amount described in clause (A). 39 (2) A scholarship applicant who attends an approved 40 postsecondary educational institution listed in 41 IC 21-7-13-6(a)(1)(C)(i) through IC 21-7-13-6(a)(1)(C)(xxx) 42 shall receive a scholarship under this chapter in an amount HB 1203—LS 6763/DI 110 3 1 equal to the lesser of the following: 2 (A) If the scholarship applicant receives other financial 3 assistance specifically designated for educational costs, the 4 amount equal to the balance required to attend the 5 approved postsecondary educational institution. 6 (B) Five thousand dollars ($5,000). 7 Sec. 3. To be eligible for a scholarship under this chapter, an 8 applicant must: 9 (1) be a reservist; 10 (2) be a resident of Indiana; 11 (3) intend to pursue or, in the case of an applicant who is 12 already attending a state educational institution or an 13 approved postsecondary educational institution described in 14 section 2(2) of this chapter, be pursuing an associate degree or 15 baccalaureate degree; 16 (4) according to commission requirements, have timely filed 17 an application for and, if applicable, used any federal and 18 state financial assistance available to the applicant; and 19 (5) meet any other eligibility criteria established by the 20 commission. 21 Sec. 4. (a) Subject to subsection (b), each scholarship awarded 22 under this chapter: 23 (1) may be renewed under this chapter for a total scholarship 24 award that does not exceed the equivalent of the number of 25 terms that constitutes four (4) academic years as determined 26 by the commission; and 27 (2) is subject to other eligibility criteria as established by the 28 commission. 29 (b) A scholarship awarded under this chapter may not be 30 renewed if the eligible individual fails to maintain at least a 31 cumulative grade point average that the eligible institution 32 determines is satisfactory academic progress.
