Bauer M BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State & Local XDEDICATED XFEDERAL Summary of Legislation: This bill establishes the Digital Alert Pilot Program administered by the Department of Homeland Security to provide grants to fire service providers for the use of digital alert technology to notify motorists regarding the location of fire apparatuses. It also establishes the Digital Alert Pilot Program Grant Fund. Effective Date: July 1, 2025. Explanation of State Expenditures: The bill would increase workload and expenditures for the Department of Homeland Security (DHS) to administer the Digital Alert Pilot Program and Grant Fund. Money in fund does not revert to the state General Fund at the end of the fiscal year. [The bill does not appropriate money to the fund.] Explanation of State Revenues: The Digital Alert Pilot Grant Fund may increase in revenue to the extent that the DHS applies for federal grants for Digital Alert Pilot Program. Additional Information - The National Highway Traffic Safety Administration through the Infrastructure Investment and Jobs Act provides grants to prevent roadside deaths using digital alert technology under 23 U.S.C. 405(h). If DHS does apply for a grant, the state would need to provide a 20 percent match. Explanation of Local Expenditures: Explanation of Local Revenues: Revenue would increase to the extent that entities with fire protection services apply for a grant. The revenue from the grant would be restricted for purchasing digital alert technology. State Agencies Affected: Department of Homeland Security.
