Summers BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State XDEDICATED FEDERAL Summary of Legislation: This bill establishes the Stillbirth Prevention Through Fetal Movement Pilot Program for the purpose of providing evidence based information on the importance of tracking fetal movement in the third trimester of pregnancy to prevent stillbirths, to be administered by the Indiana Department of Health (IDOH). It allows the IDOH to award grants to increase education and the distribution of materials on tracking fetal movement in the third trimester of pregnancy. It requires grantees to report specified information on a quarterly and annual basis. This bill creates a fund and appropriates $250,000 for the program. It also expires the program December 31, 2027. Effective Date: July 1, 2025. Explanation of State Expenditures: The bill appropriates $250,000 from the state General Fund for the FY 2026 and FY 2027 biennium to the Stillbirth Prevention Through Fetal Movement Pilot Program Fund, a nonreverting fund established in the bill. The bill also establishes the Stillbirth Prevention Through Fetal Movement Pilot Program to award grants, as prescribed in the bill. The program sunsets on December 31, 2027. The bill requires the Indiana Department of Health (IDOH) to administer the program and fund. This will increase workload for the agency but should be able to be implemented using existing staffing and resources. [The bill requires costs for administering the fund to be paid from the fund.
