Summers BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State & Local XDEDICATED FEDERAL Summary of Legislation: The bill establishes a grant program to promote the installation of lactation rooms in public buildings. The bill requires the Indiana housing and Community Development Authority (IHCDA) to administer the grant program. The bill authorizes public agencies to apply for grants. The bill appropriates $5 M to the IHCDA for deposit in the grant fund. Effective Date: July 1, 2025. Explanation of State Expenditures: The bill establishes the nonreverting Lactation Room Grant Fund to provide grants in order to promote the installation of lactation rooms in public buildings. The bill makes a $5 M appropriation to the fund from the state General Fund for FY 2026. The bill requires the IHCDA to administer the program. The IHCDA will be responsible for determining the standards for awarding grants, will provide public information regarding the program, and will create and regulate the applications for the grant program. The IHCDA reports they would will need to hire an additional staff member to administer the program. OFMA estimates the total cost for a manager position would be $102,000 in FY 2026 and $106,500 in FY 2027 in salary and benefits based on the average IHCDA manager’s annual salary from August 2024. Presumably, the salary and benefits of the additional position would be paid from the appropriation. The bill applies to all state agencies, except the Indiana Department of Transportation, state educational institutions, and bodies corporate and politic created by statute. Explanation of State Revenues: Explanation of Local Expenditures: Any additional local expenditures, under the bill, would likely depend on the amount of grants awarded through the program to eligible local units of government. Explanation of Local Revenues: Counties, municipalities, townships, school corporations, certain conservancy districts, fire protection districts, departments of aviation, and airport authorities would be eligible for to apply for grant funding as provided under the bill.
