LEGISLATIVE SERVICES AGENCY OFFICE OF FISCAL AND MANAGEMENT ANALYSIS FISCAL IMPACT STATEMENT LS 6815 NOTE PREPARED: Dec 27, 2024 BILL NUMBER: HB 1271 BILL AMENDED: SUBJECT: Indiana Welcome Signs. FIRST AUTHOR: Rep. Ireland BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED: GENERAL IMPACT: State XDEDICATED FEDERAL Summary of Legislation: This bill requires the Indiana Department of Transportation (INDOT) to include the state motto or slogan, "The Crossroads of America", or the variation "Crossroads of America", on the face of a welcome sign installed at an entry point to Indiana on an interstate, a highway, a street, or a road. Effective Date: July 1, 2025. Explanation of State Expenditures: Summary - The bill would only impact newly erected state welcome signs. In the event INDOT elects to replace or install new state welcome signs, the sign would have to include a variation of the motto “The Crossroads of America”. The bill’s maximum increase in State Highway Fund expenditures is estimated to be $59,000 when INDOT elects to replace the current state welcome signs. Additional Information - INDOT recently changed state welcome signs from “The Crossroads of America” to “More to Discover IN INDIANA”. A majority of the signs bearing the previous state motto have already been recycled but a few signs remain. INDOT estimates the cost to reproduce state welcome signs bearing “The Crossroads of America” to be approximately $59,000 for 67 total signs. It is likely INDOT would purchase all 67 signs at one time and use these signs as the current signs require replacement. The increase in agency expenditures would come from the State Highway Fund. If INDOT elects to replace a current state welcome sign with a “The Crossroads of America” sign, this workload is expected to be accomplished within routine administrative function of the agency.
