Buck FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: Biennial Report Requirement– The bill provides that, on or before July 1, 2027, and July 1 biennially thereafter, a committee that: (1) is established by the Indiana Code; (2) contains at least one member of the General Assembly; (3) is authorized to exist for at least two years; and (4) does not have any reporting requirement to the executive branch, judicial branch, or the General Assembly; shall submit a report to the executive director of the Legislative Services Agency (LSA) for review by the Interim Committee on Government. Report Contents– The bill provides that the report shall describe: (1) official action taken; and (2) actionable items considered by the committee during the preceding two years. Review of Reports– The bill provides, that in even-numbered years, the Interim Committee on Government shall review the reports. Repeal– The bill repeals the Sepsis Treatment Guideline Task Force. Compact Withdrawal– The bill provides that the statutes creating the Interstate Rail Passenger Network Compact (Compact) expire July 1, 2026. The bill requires the Governor to give notice to each state, if any, that is a party to the Compact that the state of Indiana is withdrawing from the Compact. The bill requires the Governor to certify before January 1, 2026, with respect to the compact, that notice either: (1) has been given regarding Indiana's withdrawal from the Compact; or (2) was not required to be given because there are no other party states to which to give notice. The bill makes conforming amendments. Effective Date: July 1, 2025. Explanation of State Expenditures: Biennial Report Requirement– The provision should be able to be accomplished by the affected committee’s minute taker. If the committee does not have a minute taker, then either the affected committee could request an employee of the agency staffing the committee to produce the report. Therefore, some state agencies may see a slight increase in workload as a result of the provision. HB 1272 1 The LSA would be able to receive and file biennial reports with existing staff and resource levels. Review of Reports– The Interim Committee on Government would be able to review the reports within their existing meeting structure. Repeal– To the extent that the Sepsis Treatment Guideline Task Force would no longer meet as a result of this provision, any reduction to state expenditures/workload would likely be negligible. Compact Withdrawal– The Governor’s staff would be able to notify affected states within the Interstate Rail Passenger Network Compact as a routine administrative function.
