DeVon BILL STATUS: 2 nd Reading - 1 st House FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: This bill establishes the Child Welfare Task Force (Task Force) to study the needs of child welfare services, child welfare service providers throughout Indiana, and methods to assess the quality of child welfare services offered. The bill requires the Task Force to submit a report not later than October 15, 2026, and October 15, 2027. It also requires the Interim Study Committee on Child Services, in 2026 and 2027, to review a report submitted by the Task Force. Effective Date: July 1, 2025. Explanation of State Expenditures: The bill establishes the 22-member Child Welfare Task Force that is staffed by the Legislative Services Agency during FY 2026 and FY 2027. The bill is silent on a minimum annual number of meetings to be held and Task Force membership per diem and reimbursement. The increase in workload for the Legislative Services Agency is expected to be accomplished within existing resource and funding levels. The bill would also increase the workload of the Interim Study Committee on Child Services to receive and review the annual report submitted by the Task Force.
