Summary of Legislation: This bill requires a landlord to adopt a policy requiring individuals who apply for
certain employment positions that include access to the rental premises during the term of a tenant's lease
to submit to a national criminal history background check before the landlord may hire the prospective
employee.
Effective Date:  July 1, 2025.
Explanation of State Expenditures: The bill could potentially require the Indiana State Police to conduct
more national criminal history background checks. The cost of the background check would be paid by the
applicant. 
 
Explanation of State Revenues: Revenue to the state General Fund will increase to the extent that more
national criminal history background checks are made. The total fee for the background check is $39.20, with
the State Police Fee ($15) and IDEMIA Electronic Fingerprint Fee ($12.95) portions being deposited into
the state General Fund. However, the impact of the increase is expected to be small.
