Effective Date: July 1, 2025. Explanation of State Expenditures: Summary: This bill could increase annual BMV Commission Fund expenditures by $50,000 to provide the materials needed for the Yellow Dot Program in FY 2026. Increases in expenditures could be offset to the extent that the BMV secures federal grant funds from the Federal Highway Administration (FHWA). Additional Information: The bill establishes a voluntary Yellow Dot Program for individuals who wish to have medical information on hand for first responders in case of an automobile accident. Materials include a yellow dot sticker to be displayed on a vehicle and a yellow envelope (including medical information) to be stored in the vehicle’s glove compartment. Other participating states and localities market this program to senior drivers. The Yellow Dot program is currently active in 22 states. Some states report annual costs under $50,000 for materials and advertising. Additionally, federal funds could be available to offset costs from highway safety grants administered by the Federal Highway Administration (FHWA). Explanation of State Revenues: Potential increases in federal revenue are unknown and would depend on whether the BMV pursues federal grant funding, and the FHWA’s decision to approve any request from the BMV.
