Andrade BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State & Local XDEDICATED FEDERAL Summary of Legislation: This bill establishes the Sensory Kit Grant Program to provide grants to public safety agencies for the purpose of purchasing sensory kits to be used during an emergency to help individuals with autism spectrum disorder or a cognitive disorder. It requires the Department of Homeland Security to administer the grant program. It also makes an appropriation. Effective Date: July 1, 2025. Explanation of State Expenditures: The bill would increase workload and expenditures for the Department of Homeland Security to administer grants for the Sensory Kit Grant Program. The bill establishes the Sensory Kit Grant Fund to support the program. It makes an appropriation for FY 2026 - FY 2027 biennium of $142,000 to the Sensory Kit Grant Fund. Money in the fund does not revert to the state General Fund at the end of the year. Explanation of State Revenues: The bill may increase revenue to a public safety agency to the extent that the public safety agency applies for a grant. The revenue would be restricted for purchase of the sensory kit.
