Summary of Legislation: Website– The bill requires the Indiana Office of Technology (IOT) to establish
a state public notice website not later than July 1, 2026. It prohibits the IOT from charging a fee for
publishing or viewing notices.
Publishing of Notices– The bill allows a person to satisfy any notice statute by publishing notice in any of
the following forms of media: (1) Newspaper, including print edition or electronic edition. (2) Locality
newspaper, including print edition or electronic edition. (3) The state public notice website. (4) Political
subdivision website.
Standards and Guidelines– The bill requires the Indiana Archives and Records Administration (IARA) to
establish standards and guidelines and enter into memoranda of understanding with agencies for the transfer
and preservation of public notices from the state public notice website to the administration to preserve
public notices for historical purposes. The bill phases out the publication of notices on the political
subdivision website. The bill phases in the publication of notices on the state public notice website.
Effective Date: July 1, 2025.
Explanation of State Expenditures: Website– The Indiana Office of Technology reports that the cost to
implement a public notice website/database could require $315,000 to $475,000 in FY 2026 and between
$225,000 and $325,000 in FY 2027. Additionally, IOT could require between 1 to 4 additional staff members
to help with on boarding and general upkeep after the on boarding process. A single ongoing staff member
would require expenditures of $104,800 including base salary and fringes. Whether current IOT staffing
would be sufficient for the additional responsibility would depend on the existing staff’s current workload
levels.
Electronic Notification Feature– The bill would also require the IOT to implement an electronic notification
feature to users of the website when a new notice is posted on the website that matches the search terms
selected by users. The cost would likely depend on whether IOT would go with an existing web based mail
notification service or choose to build up an email server from scratch to handle the notifications.
HB 1312 1 Standards and Guidelines– It is likely IARA would be able implement any standards and guidelines
necessary for implementation as a routine matter of business. Additionally, the IARA should be able to enter
into memorandums of understanding with other agencies for historical storage purposes also as a routine
order of business.

government from the cost of publishing public notices in newsprint and/or electronic news format.
