Summary of Legislation: The bill reduces the number of hours an applicant for a cosmetology license must
have in order to take the cosmetology licensure examination from 1,500 to 1,000. The bill reduces the
number of hours an applicant for a beauty culture instructor license must have in order to take the beauty
culture instructor licensure examination from 1,000 to 500. The bill reduces the number of hours an applicant
for a barber license must have in order to take the barber licensure examination from 1,500 to 1,000. The bill
makes corresponding changes.
Effective Date:  July 1, 2025.
Explanation of State Expenditures: The Professional Licensing Agency (PLA) would have to revise
documents and website information as it pertains to the education hours for cosmetology, beauty culture
instructor, and barber license examinations. It is likely these updates would be routine and would be able to
be accomplished with existing staff and resource levels. If the PLA needed to update their license database
to accommodate the proposed changes, it is not anticipated that the upgrades would be extensive, however,
the impact to state expenditures would depend on the terms reached with their software vendor for the
upgrade.
  
Explanation of State Revenues: Summary– There may be an increase in license exams in cosmetology,
beauty culture instructors, and barbers. How many additional licenses that may be applied for as a result of
these changes is indeterminable. 
Additional Information– In FY 2024, there were 1,687 cosmetology, 76 beauty culture instructor, and 259
barber initial licenses granted. An initial license has a fee of $40. Fee revenue from these licenses is
deposited into the state General Fund.
