Summary of Legislation: This bill appropriates $500,000 from the General Fund to the Indiana Department
of Transportation (INDOT) to be used for the purpose of providing roadside mowing on U.S. 41 from the
Vanderburgh County - Gibson County line to the Knox County - Sullivan County line.
Effective Date: July 1, 2025.
Explanation of State Expenditures: Summary - This bill would increase General Fund expenditures by
$500,000 during the FY 2026 and FY 2027 biennium to finance mowing of U.S. 41 ($250,000 per year). This
appropriation could decrease State Highway Fund expenditures on mowing the affected areas in the bill and
would allow INDOT to reallocate funds that would have been spent on mowing these areas to other projects.
Additional Information - INDOT currently has guidelines on what sections are mowed adjacent to state roads.
Urban areas are mowed five times a year, rural areas are mowed three times a year, and all other routes are
mowed two times a year. Mowing height is set to a minimum of 6 inches and INDOT also uses special
mowing treatment for areas near bridges, environmentally sensitive areas, and areas with wildflowers or
unique wildlife. Areas with trees and steep slopes are not mowed by INDOT.
The bill does not change current mowing guidelines for INDOT, nor require a more frequent mowing
schedule.
