Summary of Legislation: The bill amends the licensure applicability provision for veterinarians to include
registration and permits for veterinary technicians. The bill requires certain individuals to submit to both a
state and national background check. The bill allows the State Police Department to release the results of a
national criminal history background check to an authorized employee of the Board of Animal Health. The
bill makes a technical correction.
Effective Date:  July 1, 2025.
Explanation of State Expenditures: Veterinary Technicians– The Professional Licensing Agency and/or
State Board of Animal Health (Board) would likely update their respective websites of the requirement for
veterinary technician registration and permit applicants to have background checks completed. Rules may
need to be updated or revised as a result of the bill. These are routine functions of these agencies and would
likely be accomplished within their existing staff and resources. 
State Police Department– The State Police Department would likely be able to release background check
reports to the Board as a routine matter of business.
Explanation of State Revenues: Background Checks– To the extent this bill increases the number of
background checks conducted, additional fees may be collected by the Indiana State Police. The current fee
is $15 per National Criminal History Report, with revenue deposited in the State General Fund. (Currently,
a state background check is included in a National check.)
