Summary of Legislation: The bill prohibits a county, city, or town from adopting or enforcing an ordinance
or resolution that prohibits or imposes requirements on certain battery charged fences.
Effective Date:  July 1, 2025.

Explanation of State Revenues: 
Explanation of Local Expenditures: The impact on administrative workload and fiscal expenditures as a
result of this bill is not readily determinable. To the extent a county or municipality may have previously
enacted an ordinance or resolution that regulates battery charged fences in certain areas, this bill may result
in a decrease in workload for the county or municipality since they would no longer be able to enforce the
resolution or ordinance if it contains provisions that are counter to this bill’s requirements.
   
Explanation of Local Revenues: The impact on local revenues as a result of this bill is not readily
determinable. To the extent a county or municipality may have previously enacted an ordinance or resolution
that regulates certain battery charged fences and requires separate permits for the  alarm system and for the
fence, this bill may result in a decrease in permit revenue for the county or municipality since they would
no longer be able to charge separate permit fees.
