Boy BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State & Local DEDICATED FEDERAL Summary of Legislation: This bill sets forth certain requirements concerning FDA approved opioid overdose reversal medication. Effective Date: July 1, 2025. Explanation of State Expenditures: The bill requires the State Health Commissioner or their designee to issue a statewide standing order or prescription for certain opioid overdose reversal medications. This is within the agency’s routine administrative functions and should be able to be implemented with no additional appropriations, assuming near customary agency staffing and resource levels. Explanation of State Revenues: Explanation of Local Expenditures: Beginning in FY 2026, provisions in the bill are estimated to increase statewide expenditures for traditional school corporations by an estimated $90,000 to stock the necessary amount of opioid overdose reversal medication. Schools may experience additional costs to provide storage for the medications and to refill the school’s inventory as needed. Expenditures would decrease dependent on the amount of opioid overdose reversal medication schools currently have in storage and to the extent that schools are able to partner with organizations offering free naloxone. Additional Information - Narcan is a popular brand name for naloxone, which is a common opioid overdose reversal medication. Narcan is produced by Emergent Biosolutions, who offers the drug at a public interest rate of $41 per carton. Each carton contains two doses of the drug and has a shelf life of four years. Schools are currently authorized, but not required, to stock naloxone. Dependent on the amount of naloxone schools currently have in stock, school expenditures may be lower than projected. U.S. high schools are also eligible to receive two free cartons of Narcan through Emergent Biosolutions’ Free Goods Program. LSA assumed all eligible schools would participate in the Free Goods Program when calculating the estimated total cost for public schools. Indiana schools may further decrease expenditures by partnering with an opioid prevention organization. For example, schools who partner with Overdose Lifeline HB 1376 1 may receive free naloxone from the organization’s Indiana School Naloxone Project which distributed 544 naloxone kits to school districts in 2023.
