ENGROSSED HOUSE BILL No. 1380 A BILL FOR AN ACT to amend the Indiana Code concerning motor vehicles. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 9-18.1-5-12, AS AMENDED BY P.L.211-2023, 2 SECTION 23, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE 3 JANUARY 1, 2026]: Sec. 12. (a) The supplemental fee in this section 4 applies after December 31, 2017, to each electric vehicle and hybrid 5 vehicle that is required to be registered under this article. The 6 supplemental fee in this section does not apply to vehicles subject to 7 the motor carrier fuel tax under IC 6-6-4.1 or motor driven cycles. 8 (b) As used in this section, "electric vehicle" means a vehicle that: 9 (1) is propelled by an electric motor powered by a battery or other 10 electrical device incorporated into the vehicle; and 11 (2) is not propelled by an engine powered by the combustion of 12 a hydrocarbon fuel, including gasoline, diesel, propane, or liquid 13 natural gas. 14 (c) As used in this section, "hybrid vehicle" means a vehicle that: 15 (1) draws propulsion energy from both an internal combustion 16 engine and an energy storage device; and 17 (2) employs a regenerative braking system to recover waste EH 1380—LS 6205/DI 137 2 1 energy to charge the energy storage device that is providing 2 propulsion energy. 3 (d) In addition to any other fee required to register an electric 4 vehicle under this chapter, the supplemental fee to register an electric 5 vehicle is one hundred fifty dollars ($150). The bureau shall determine 6 a new fee amount to take effect as of January 1 of the following year by 7 determining the product of the following: 8 (1) Before October 1, 2023: 9 (A) the fee in effect for the determination year; multiplied by 10 (B) the factor determined under IC 6-6-1.6-2(b). 11 (2) Before October 1 of each year thereafter: 12 (A) the fee in effect for the determination year; multiplied by 13 (B) the factor determined under IC 6-6-1.6-3. 14 The fee shall be rounded to the nearest dollar. 15 (e) In addition to any other fee required to register a hybrid vehicle 16 under this chapter, the supplemental fee to register a hybrid vehicle is 17 fifty dollars ($50). The bureau shall determine a new fee amount to 18 take effect as of January 1 of the following year by determining the 19 product of the following: 20 (1) Before October 1, 2023: 21 (A) the fee in effect for the determination year; multiplied by 22 (B) the factor determined under IC 6-6-1.6-2(b). 23 (2) Before October 1 of each year thereafter: 24 (A) the fee in effect for the determination year; multiplied by 25 (B) the factor determined under IC 6-6-1.6-3. 26 The fee shall be rounded to the nearest dollar. 27 (f) The fee shall be deposited in the local road and bridge matching 28 grant fund established by IC 8-23-30-2.
