Doriot FUNDS AFFECTED: GENERAL IMPACT: State XDEDICATED FEDERAL Summary of Legislation: This bill provides that the supplemental fee to register an electric vehicle or hybrid vehicle does not apply to a motor driven cycle. Effective Date: July 1, 2025. Explanation of State Expenditures: The bill would impact the workload of the Bureau of Motor Vehicles (BMV) to amend computer systems to remove supplemental registration fees for hybrid and electric motor driven cycles. The impact on BMV workload is expected to be accomplished within existing resource and funding levels. Explanation of State Revenues: Summary - The bill would exempt motor driven cycles from paying the supplemental registration fee for electric and hybrid motor vehicles. Estimated decreases in revenue to the Community Crossings Matching Grant Fund are estimated to be $2,800 in FY 2026 and $6,930 in FY 2027. Additional Information - For CY 2024, a total of 28 hybrid and electric motorcycles were registered with the BMV. For CY 2025, the supplemental fee to register an electric vehicle is $230 and for a hybrid vehicle is $77, with annual adjustments based on the change in the consumer price and individual personal income indices. Revenue received from these fees is deposited into the Community Crossings Matching Grant Fund. Based on growth of each vehicle type per year as well as estimated supplemental fees in CY 2026 and CY 2027, exempting electric and hybrid motor driven is expected to decrease revenue to the Community Crossings Matching Grant Fund by $2,800 in FY 2026 and $6,930 in FY 2027.
