Summary of Legislation: This bill provides that the governing body of a school corporation shall adopt
rules for establishing a safety plan that provides steps for the school corporation to request assistance from
the Department of Child Services (DCS) to ensure a student is receiving appropriate intervention. 
It requires the DCS to initiate an assessment for alleged child abuse or neglect if the report comes from
school personnel if certain conditions are met. The bill also allows the DCS to release unredacted reports to
a school's designated liaison in certain circumstances. 
It also amends certain child in need of services provisions to include bullying or abusive behavior for which
a child's parent fails to participate in disciplinary proceedings with the child's school.
Effective Date:  July 1, 2025.
Explanation of State Expenditures:  Department of Child Services (DCS): The bill could increase DCS
workload if additional reports regarding child abuse or neglect are received from school personnel, and to
provide additional assistance to parents or guardians as part of a school safety plan. Additionally, any impact
on the number of CHINS in the state could impact the workload and/or expenditures of the DCS to meet
child to staff ratios outlined in statute. The impact is anticipated to be minor and is expected to be
accommodated under the agency's current resource and funding levels.
Additional Information: If the additional workload cannot be accommodated with existing staff, the DCS
may need to fill existing vacancies. [As of November 2024, the DCS had approximately 880 vacant family
case manager positions statewide, an increase of 50 over the year.]

Explanation of Local Expenditures:  The bill impacts workload for the governing bodies of school
corporations to modify rules regarding participation in disciplinary action by persons caring for dependent

appropriate services from the DCS. This is anticipated to be accomplished with existing resources.
