Effective Date: July 1, 2025. Explanation of State Expenditures: The bill could have an indeterminate, but minimal impact on workload and expenditures by requiring animal research facilities to establish an adoption program for dogs and cats retired from research rather than euthanizing the animal. There are currently 14 animal research facilities in Indiana, including 7 state university facilities. Explanation of State Revenues: Explanation of Local Expenditures: Expenditures for local units that operate animal control centers, shelters, and impound facilities could increase if they accept a cat or dog from an animal research facility to place for adoption. Explanation of Local Revenues: Revenue for animal control centers, shelters, and impound facilities maintained by local units could increase if there is an increase in cat and dog adoptions and they receive additional adoption fees.
