Summary of Legislation: The bill makes technical corrections and conforming amendments required by
HEA 1003-2024 concerning the Office of Administrative Law Proceedings (OALP).
Effective Date:  July 1, 2025.
Explanation of State Expenditures: The bill will have an indeterminate impact on the administrative review
process for the Natural Resources Commission (NRC) and the OALP. It provides that the OALP, rather than
the NRC, is the ultimate authority in administrative appeals. However, the bill does not remove the NRC
from the list of entities that are excluded from OALP jurisdiction. Therefore, the bill is unclear as to which
entity has jurisdiction over these administrative appeals. 
Additional Information: The Natural Resources Commission has jurisdiction over administrative appeals
regarding decisions of the Department of Natural Resources, the Historic Preservation Review Board, the
Board of Licensure for Professional Geologists, and the Board of Registration for Soil Scientists. These
appeals are currently heard by an administrative law judge assigned by the NRC from the Division of
Hearings.
