HOUSE BILL No. 1476 A BILL FOR AN ACT to amend the Indiana Code concerning human services and to make an appropriation. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 12-21-10 IS ADDED TO THE INDIANA CODE 2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE 3 JULY 1, 2025]: 4 Chapter 10. Childhood Trauma Support Fund 5 Sec. 1. As used in this chapter, "fund" refers to the childhood 6 trauma support fund established by section 2 of this chapter. 7 Sec. 2. (a) The childhood trauma support fund is established to 8 provide grants to programs providing support services to children 9 who have experienced trauma. The fund consists of: 10 (1) appropriations from the state general fund; 11 (2) grants; and 12 (3) donations. 13 (b) The division shall administer the fund. 14 (c) Money in the fund at the end of the state fiscal year does not 15 revert to the state general fund. 16 Sec. 3. (a) The following may create a program and apply to the 17 division for a grant under this chapter: 2025 IN 1476—LS 7279/DI 148 2 1 (1) A school. 2 (2) A law enforcement agency. 3 (3) A community. 4 (b) A program created under subsection (a) must: 5 (1) provide support services to children who have experienced 6 trauma; and 7 (2) meet any other criteria the division deems appropriate. 8 Sec. 4. (a) Not later than July 1, 2026, and each July 1 9 thereafter, the division shall submit a report to the legislative 10 council in an electronic format under IC 5-14-6. 11 (b) The report must include the following: 12 (1) The total number of grant applicants for the previous 13 calendar year. 14 (2) The total number of grants approved. 15 (3) The type of support services provided by each grant 16 recipient. 17 SECTION 2. [EFFECTIVE JULY 1, 2025] (a) There is 18 appropriated to the childhood trauma support fund established by 19 IC 12-21-10-2, as added by this act, one million dollars ($1,000,000) 20 from the state general fund for the purpose of providing grants to 21 entities providing support services in the manner prescribed by 22 IC 12-21-10, as added by this act. 23 (b) This SECTION expires July 1, 2027. 2025 IN 1476—LS 7279/DI 148
