Summary of Legislation: This bill requires the Department of Education (DOE) to establish, or partner with
a third party to establish, the Indiana Student Self-regulation Program.
Effective Date:  July 1, 2025.
Explanation of State Expenditures: Indiana Student Self-regulation Program: The bill establishes a new
program and will increase workload and expenditures at the Department of Education (DOE). The program
must be an online mental health platform that is available to all students in kindergarten through grade five.
The costs could be significant and may be estimated at $1 M during implementation. Ultimately, costs will
depend on many factors including whether the DOE chooses to contract or partner with an existing platform
or if one is custom built. 
Additional Information: A contract for services related to the Indiana Career Explorer Platform [a career
exploration platform available to all students in grades kindergarten through grade twelve] was entered into
for $1.2 M over four years with the Indiana Department of Workforce Development. The Nivati mental
health platform for employers and educators has a variety of platforms and may offer services estimated at
a few dollars per applicable user, depending on the contract.
