Synopsis:  School age child care. Provides that the division of family
resources (division) may waive contribution requirements for certain
approved applicants of the school age child care program. Requires the
division to adopt rules specifying cost and expense standards for
transporting a child to a facility where the child does not attend school.
Makes an appropriation. 
Effective:  July 1, 2025.

HOUSE BILL No. 1525
A BILL FOR AN ACT to amend the Indiana Code concerning
human services and to make an appropriation.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 12-17-12-11 IS AMENDED TO READ AS
2 FOLLOWS [EFFECTIVE JULY 1, 2025]: Sec. 11. The division may
3 approve a grant from the fund to an applicant if the applicant
4 demonstrates to the division that the applicant is able to do the
5 following:
6 (1) Provide a physical environment that is safe and appropriate to
7 the various age levels of the children to be served.
8 (2) Provide transportation, if necessary, to and from a school or
9 schools to the facility operated by the applicant.
10 (3) (2) Provide program activities that are appropriate to the
11 various age levels of the children to be served and that meet the
12 developmental needs of each child.
13 (4) (3) Provide efficient and effective program administration.
14 (5) (4) Provide a staff that meets standards set by the division
15 under section 17 of this chapter.
16 (6) (5) Provide for nutritional needs of children enrolled in the
17 program.

1 (7) (6) Provide emergency health services to children served by
2 the program.
3 (8) (7) Operate a school age child care program in accordance
4 with the cost and expense standards set by the division under
5 section 17 of this chapter.
6 SECTION 2. IC 12-17-12-16 IS AMENDED TO READ AS
7 FOLLOWS [EFFECTIVE JULY 1, 2025]: Sec. 16. (a) The division
8 may make grants from the fund to approved applicants for the
9 establishment and maintenance of a school age child care program.
10 (b) Except as provided in subsection (d), the amount of each grant
11 awarded by the division must be an amount that is not more than nine
12 (9) times the monetary value of the approved applicant's contribution.
13 (c) The amount granted by the division for use by a single program
14 may not exceed forty thousand dollars ($40,000).
15 (d) The division may waive an approved applicant's
16 contribution if the approved applicant is an organization with an
17 operating budget of less than one hundred thousand dollars
18 ($100,000).
19 SECTION 3. IC 12-17-12-17 IS AMENDED TO READ AS
20 FOLLOWS [EFFECTIVE JULY 1, 2025]: Sec. 17. The director of the
21 division shall adopt rules under IC 4-22-2 necessary to carry out this
22 chapter, including rules specifying the following:
23 (1) Standards for the hiring of staff for a school age child care
24 program.
25 (2) Cost and expense standards for the following:
26 (A) Establishing and operating a school age child care
27 program within a school and within a facility other than a
28 school.
29 (B) Transporting a child to a facility where the child does
30 not attend school.
31 (3) A sliding fee scale for use by school age child care programs
32 that are operating under a grant from the fund.
33 (4) Minimum staff to child ratios for a school age child care
34 program.
35 (5) Physical space requirements for a school age child care
36 program, including indoor and outdoor space.
37 (6) Nutrition requirements for a school age child care program.
38 (7) Standards for the provision of emergency health services in a
39 school age child care program.
40 (8) Application guidelines and deadlines.
41 (9) A method for establishing priority of applicants.
42 SECTION 4. [EFFECTIVE JULY 1, 2025] (a) There is

1 appropriated from the state general fund to the school age child
2 care project fund established by IC 12-17-12-7 four million dollars
3 ($4,000,000) for the biennium beginning July 1, 2025, and ending
4 June 30, 2027, for use by the division of family resources in
5 providing grants under IC 12-17-12.
6 (b) This SECTION expires June 30, 2027.
